On the evening of April 2, President Xi Jinping had, upon request, a telephone conversation with US President Joe Biden. The two heads of state had in-depth exchange of views on Sino-US relations and issues of common interest to both sides.
Xi Jinping pointed out that last November, Mr. President and I met in San Francisco and launched the "San Francisco Vision" for the future. In recent months, teams on both sides have conscientiously implemented the consensus reached, and Sino-US relations have stabilized, which has been welcomed by all walks of life in both countries and the international community. On the other hand, negative factors in relations between the two countries have also increased, which require the attention of both parties.

Xi Jinping stressed that the issue of strategic cognition has always been the "first button" to be tied in Sino-American relations. As two large countries, China and the United States cannot live without trade or relations, let alone conflicts or clashes. They should respect each other, coexist peacefully and cooperate for win-win outcomes. They should continue to advance along a stable path, healthy and sustainable path, and there should be no turning back.
Xi Jinping stressed that China-US relations this year will have to adhere to several fundamental principles. The first is to value peace, stick to the bottom line without conflict and without confrontation, and constantly raise positive expectations for Sino-US relations. The second is to focus on stability, not making trouble, not stirring up trouble, not crossing borders, and maintaining the overall stability of Sino-US relations. The third is to build on trust, deliver on each other's commitments with actions, and turn the "Vision of San Francisco" into "real reality". Both sides should strengthen dialogue with mutual respect, handle differences with a prudent attitude, promote cooperation in a spirit of reciprocity, and strengthen international coordination with responsibility.
Xi Jinping stressed that the Taiwan issue is the first insurmountable red line in Sino-US relations. We will not let separatist activities, external connivance, and support for Taiwan independence forces go unchecked. We hope that the United States will implement the President's positive statement not to support "Taiwan independence." The United States has launched an endless series of measures to suppress China's economy, trade, science and technology, and the list of sanctions against Chinese companies is becoming longer and longer. This is not “risk removal” but risk creation. If the United States is willing to carry out mutually beneficial cooperation and share the dividends of China's development, China's door will always be open; If the United States insists on suppressing China's high-tech development and depriving China of its legitimate right to development, we will not stand by.
Xi Jinping elaborated China's position on issues related to Hong Kong, human rights, the South China Sea and other issues.
Biden said the US-China relationship is the most far-reaching bilateral relationship in the world. The progress in US-China relations since the San Francisco meeting shows that both sides can actively promote cooperation while responsibly managing differences. I reiterate that the United States does not seek to engage in a “new Cold War,” does not seek to change the Chinese system, does not seek to strengthen alliances against China, does not support “Taiwan independence,” and has no intention of entering into conflict with China. The United States pursues the one-China policy. China's development is beneficial to the world, and the United States does not seek to contain China's development or "separate" itself from China. We are willing to arrange the visit of Treasury Secretary Yellen and Secretary of State Blinken to China in the near future to strengthen dialogue and communication with China, avoid miscalculation, promote cooperation, promote the stable development of bilateral relations and jointly respond to global challenges.
The two heads of state also exchanged views on the Ukrainian crisis and the situation on the Korean peninsula.
The two heads of state considered the phone call to be sincere and constructive. The two sides agreed to continue to maintain communication and tasked the working groups of both sides to implement the "San Francisco Vision", promote consultation mechanisms in the fields of diplomacy, economics, finance, trade and other fields, as well as communication between the two parties. armed forces, carry forward dialogue and cooperation in the fields of drug control, artificial intelligence and climate change response, and take further measures will be taken to expand people-to-people and cultural exchanges between the two countries and strengthen communication on international and regional issues. China welcomes the recent visit to China by Treasury Secretary Yellen and Secretary of State Blinken.
